It is definitely Teddy Roosevelt on the front. The image on the reverse looks like Charles Fairbanks, Roosevelt's Vice-President from 1905 - 1909 (Roosevelt didn't have a VP during his first term after he ascended to the presidency following McKinley's assassination).

I don't know for sure, but it looks like it may be some kind of a campaign token from the 1904 election. It does have a "mass produced" look to it.

Seriously that is Teddy's Veep. I looked up his picture but can't figure out how to move it over to this file. Monty OOOOPS!! Almost life size! Now I can't figure out how to downsize it! ::)

Hey, Lucky—

It's the "drop," or suspension medallion, from a political watch fob issued for the 1904 presidential campaign of Theodore Roosevelt— and as Monty notes, the fellow depicted on the reverse is Charles W. Fairbanks, his vice presidential running mate.
