Need info on a Monroe button Backmark

[Nova Treasure Bill]

I find a lot of buttons with different backmarks, but I have never found one with MONROE -Extra Strong.
Any help would be appreciated. TIA Bill

A couple of Google book references say it is a James Monroe political button. But I can only see a snippet view...

I also saw 2 on the Heritage Auction site with the same claim, although they, more or less, discount that claim in the description of the item.

So... it could be a James Monroe campaign button... or not...
