Need ID on hallmark & metal type

Need ID on hallmark & metal type

Do any of you know what this hallmark might be? The gizmo on the left looks like a castle in a square. I have collected Modernist Scandinavian & Mexican sterling & stainless flatware (& jewelry) for years & have lots of reference material but this mark has me stumped. I assumed at first that it was stainless but it tarnishes like silver or silver plate. Problem is that I've never even heard of Modernists doing anything in silver plate, just stainless & sterling. Besides, these don't look like any silver marks I've seen.

The "40" has me stumped also. Is it a stainless steel mark? I'm thinking this piece is Scandinavian & that it's stainless. Any help would be appreciated.

Thanks Stoney56! I was right about stainless, now I have to figure out if one of those other marks are a makers mark - and who it is.
