Need ID help on eagle pin

Found this a while back but just came across it the other day. I've been told that based on the design of the eagle it may be CW era or thereabouts, but the back makes me think its not that old. What do you think?

In the middle of this link there is one (with ribbon and badge/medal), with information that seems uncertain: Medals & Badges ? Anderson Militaria ? Military Antiques, Americana
So, Spanish American war veterans badge?

I couldn't find it as is, but when I look at closer, it looks like it has a bar on the bottom of it that should be folded down below the eagle and running across forming a slot.. could that make it a ribbon/holder? or badges attached underneath for an american group like the American Legion or post CW order?
