My first thought is it's some kind of "Mothers" pin to denote her son is in the military. I highly doubt it's a military issue item. That type of hat was worn in the 1890's and the Spanish American War.

Thank you One Mans Trash for the ID. While the front of the one on eBay looks like an exact match the back has some significant differences. Notably the rope doesn’t show through to the back and a different pin and attachment for the eagle. While I think your ID as a sweetheart pin is correct I think the one my friend found maybe slightly older. Again thank you for the ID as several hours of searches by myself had gotten me nowhere. Also thanks 72cheyenne for the nice comments. Guess we can mark this one solved.
