Need help...

Alright so I went out for about 45 min this morning before work... yes I got up early just to go... I found this awsome park with an ocean view close to my house... didnt even know it was there... so my first hit was this...... No clue what it is... its about 4 in long 1.5 inches around. about 3-4 pounds it was about 5-6 inches deep in the ground laying flat.. yes pounds its heavy took me a while to dig it out! Have no clue what it is, I have it soaking in water now so some of the dibre will hopefully come off... let me know what you think. thanks!!

That was my first thought. Part of a counterweight.

I think ya’ll have it right. A counterweight for window, door, gate, ect.
