Need help with this object ?

It looks like some type of scraper. Is it brass? Interesting find, Breezie

After looking at it a 2nd time, and realizing the size, I'm wondering if it has anything to do with 'blood letting' fleam? It also looks like a plate pusher; used to push beans, peas, etc. onto your fork. Breezie

Shaped like my butter knife. Is it thick enough to be silverware?
Yes i think it is thick enough ,i guess the handle is missing

What would have held this part into the handle if it were a cotton knife or a butter knife? The end looks finished and not broken, and there is not a hole(s) for attachment to the handle.

Reminds me of a fish slice or putty knife. Little dent in the top says "fish knife" to me. Small though.
