Appears to be aluminum with a brass coating on the front. On the reverse it has backwards letters and looks like it was fastened all the way around.

Golden State Dairy became Foremost about 1958, so it's at least that old.
I found very few references to the Los Banos plant. I found limited evidence that Golden State acquired the plant about 1946. Apparently, they made dry/powdered milk for export. The latest reference was 1955.
