The object is a purse's mouth frame. If I recall correctly, US Patents are valid for 14, 17, and 20 years, depending on the type of patent. When the patent expires, there is no point to continuing to mark an object with the patent info. The latest of your object's two patent-date markings is 1893, so the object was manufactured sometime between that year and 14, 17, or 20 years after that date.

The patents for your object probably are about the type of closure-latch on it.
