That's a very well done piece. Classic portrait (Baroque?) style like Titian or Rembrandt but the clothing looks late Victorian or Edwardian - turn of the 20th C.
I'm guessing it's an art academy piece. Back then everybody though they would be more sophisticated if they could paint. This guy really could!
