Need Help With Marks On A Russian Enamel Tea Set

I could use a little help identifying the marks on this tea set.

Hmmm
This looks to me like an Absinthe set or similar...
Spoon is for sugar... but not really Absinth looking...
also usually glass etc...
Was made for def purpose of some sort...

is each piece separate or do some fit together? even if 20th century, it does have some value.

Soviet era 916 silver content - Gold Gilt - manufactured 1959 or 1969 in Soviet District "A" (don't know where that is).
Thanks. I knew it was Russian and figured silver just never seen a 916 mark for fineness.

No, one piece is a lid to the sugar. It's a teapot, plate for teapot, sugar, creamer, and cup with saucer, plus a spoon.
