if the left end has a tiny wheel, it is a glass cutter. My wife and I used to do stained glass and I have one like. The notches on the right side are to help break the glass after it is scored with the wheel.

Could be there is no wheel on top but a slot where ther could have been thanks

Thanks you hit the nail on the head googled glass cutters and found one that was almost exactly the same on ebay. 20 minutes on the web solves a 1 yr mystery ............
