✅ SOLVED Need help with ID of copper tag

I dug this tag this evening and I am not sure what it is for. It is a little smaller than a quarter and copper. Seems rather fancy on one side. As you can see the front is marked 965 H. The back is marked 25 ORD. Any ideas what this may have been used for? Thanks for any help.

That might actually be 9165. We have a Fort Ord here in Ca. Maybe related? Looks a bit like a tool tag.

I had a short visit to Ft. Ord on my way over to a 1 year vacation in wonderful Southeast Asia in 1967. What you said could be a possibility. Thank you.
