Need Help with Ghost Town Item

Any idea on this whistle shaped item? Its completely hollow and has no markings. It doesnt screw onto anything and is smooth on the inside. I was thinking a whistle , but it doesnt toot! The girls said a fancy cigarette holder....but I just dont know ....seems too heavy

If that black thing is a rock, I'd guess obsidian (volcanic glass); once used to make knives and arrowheads.
