Need help with brass thing....

Hello. I found this at a old house site, I've been hunting for 4 years, that burned down in 1895. I found it along with a 1867 penny and a shield nickel yesterday. Any ideas? I also found pieces of a old telegraph too. Doesn't look like it could have came from a telegraph. Thanks for the help!
