it is one piece. And although it does not have a shank, you can tell at one point, it did, on the back.

Looks like a lead bale seal to me. Is that dirt or two wire stubs sticking out of the side at the 11 and 4 o'clock positions?

That's exactly what it is, a bale sale, not a button.
