Need help with 3 things! 1) Name Tag? 2) Crotal Bell Age? 3) Letters slot frame?

1) the first piece has "SAM TAN" stamped into it. Could this be some kind of name tag? If so, what would it go to?

2) the 2nd one is what I believe is a crotal bell. Any idea of age? Doesn't look too old - possibly chrome plated at one time? looks like it's flaking a little.

3) 3rd is a "LETTERS" slot frame. Could be copper or brass. Has a nice decorative design around the edges. Any idea of age?

This is pretty random but there was a horse named "Sam Tan" racing around 1907. Where you found the item could help narrow down the ID.

The cast brass letter slot dates between 1890 to 1965...similar to keyed and combination post office boxes...
