It's probably iron, and it was probably built in the 1900s, and due to the fact that it has "extentions" down below that should attach to something else, I'd say that it was a farm implement used to drag or haul or pull something once it was connected up. Just my opinion. People back in the 1900s were so inventive, sometimes we can't always disciper what they devised. Good find! -Noodle
