Only thing I can add is the first three letters of the printing plate is ISK...
Being found in Romania and not knowing the language, I have no idea what
it might say.

I'd say print plate for newspaper advertisement. First find out how late the printers, in your area, still used offset type. You might attempt to date the plate by referencing the fashion period of the man's clothing. Think in terms of a haberdashery or a store that sold festival costuming or even a cleaners.
Study up on the newspapers or printers that operated in the area during that time period. If you can locate a newspaper archive from that era, search it for comparable adds. Also search for print plate collectors in your region.

My opinion is that it might be written in Hungarian but I will do some research to see more exactly. A good day and easy detection.
In the past the area was frequented by the Hungarians if I did not mislead, so it could be written in Hungarian.
