Some kind of bottle clamp or buckle.
That's something I will look into. But I think Mackaydon might have it as a part to a Rube Goldberg Machine.

I took a pic of it and came up with "Medieval annular brooch" likely dating from the 13th-14th century. May have been used to fasten garments.

When I did a search a lot of medieval or roman items came up from Europe. But I found this on the other side of the pond in Pennsylvania. I could not find no brooch or jewelry that looks like it.

Part of a parlor lamp hanger?
That could be a possibility that it could be a part to a lamp hanger. Maybe a chain connected to one end. But when I do a search I can't find no matches for hanging lamps parts that match it. The one end has a very small hole . I put a paper clip through the hole when I took the picture. Maybe that end went into something else .
