Need help to id this Buckle

How old could this buckle be, it was found about 100 yards from an old rock lined well. I believe that there was probably a home site nearby it. what could that buckle been used for, it looks to small to have been for a belt buckle?

Age could be anywhere, and use could be horse , mule or any harnessed up animal.
