First off let me say “Hello”. My name is Kevin. I have noticed that you have what seems to be an abandoned car on the side of your garage. In the event that you would not be using it, I was wondering of you would be interested in selling it. I am offering $20 for it and of course I would take the responsibility of removing it from your property in a timely manner. If you are interested in the sale please contact me at ***-***-*** . In the unlikely event that I am unable to answer my phone please leave your name, number and a convenient time for me to call you back.

how would you phrase this when you are trying to buy someones old car for scrap? do you think i should tell him that i am scraping his car?
 

Why don't you just knock on their door and ask them? It might be a project waiting to be worked on.

Scrap guys around here pay $200+ for cars.
