I think you have part of an ethnic doll from the 1920' or around that time frame.
Could be part of a cast toy of some type.

I agree with it being a doll and the age but did they mke ethnic dolls with blue eyes back then,is the hair tightly napped (whoops that's a bad word now isn't it? :))? :-\

Well I dont think it is a Kewpie, because they was never made of metal ?
They were first made out of bisque and then celluloid. In 1949, Effanbee created the first hard plastic versions.

This doll has still Some gold paint on the body but no signs of rust ? so it has to be a non rust metal.

I just though of something Elvin

Since you're in Norway, I was thinking maybe you should check into German toy manufacturers. They mad a LOT of toys out of tin and other metals back in the 19th and early 20th centuries.

Maybe it has been mounted/riveted to a plate/sign or something ?

I don't think the rivet is long enough to hold two similar parts together ?
