The shaft looks like it had hallmarks by your pic. Is that an eagle on top?

My eagle has one head facing right, spread wings, sitting on branch and below that is a badge or emblem. I think it actually says something on the "branch."

...yes, now I see the 5 point star in the center of badge/emblem.

It does appear to have marks on the back. Are they hallmarks? Picture is too fuzzy to see.

As far as being silver or silver plate, it looks to be neither. Silver is not really harmed that much by being in the water. It usually turns black.

I vote for a "white" metal spoon. Possibly a collector's spoon.

The more information about the marks, the better the information you will get back.

Wave action will eat sonething thin but it should be black if silver. Now copper pennies will often be worn shiny by the wave action.

I'm not sure on the metal type of this because it would seem that if it was silver it would be black. It looks like he may have had it in an electrolite bath in the first pic :icon_scratch: . I'm am a hundred percent positive on it being a Texas collector spoon though.
