A warded brass padlock of the same design is listed as "Pat'd 1891" in Franklin M. Arnall's book, The Padlock Collector. No information is given about the manufacturer. However, it looks as if it might be a production variation on this lock design by Jacob S. Peacock of Lancaster, PA, patented on June 16, 1891:

The only marking I see is the pat'd at the top with either _91 or _01. cannot make out the first number.
There is also an 8 on the part that lockslocks into the base...is that the shank?

The patent date is "91" (1891).

The U-shaped part at the top of the lock is called the shackle.
