Need Help Id'ing Hall Marks

Every now & then I take this out and try again to find any info on the hall marks. So far I am batting zero. The marks are not the best
for detail and I am not sure from what country this is from. This is part of a cigar cutter. I'm told it is from the late 1800's era. These are
about the best pictures I can get. If only one mark could be id that may lead to the others. Thanks to all in advance for your opinions....

The cigar cutter is attached to a carving of Mr. Punch (as in Punch & Judy puppet show)

A2coins & G.I.B., I have researched those over & over with out any results....

Mackaydon, thanks for posting that link. The mention of Argentina silver a good start again. Chances are in another 5 years I will still be looking...
