[SOLVED] Need help IDing an image on a badge

I found this tin Sheriff's badge a few days ago and the image on it has me puzzled. I've never seen anything like it before and why is it on a toy Sheriff's badge??

Anyone have a clue? I sure don't.

Added: Just spotted some made in Hong Kong so the origin doesn't appear to have anything to do with the image

Mine isn't stamped Hong Kong or anything else for that matter but it obviously the same one.

I'm gonna leave this in "unsolved" status for tonight because someone might be able to explain the image.
