Welcome to T-Net!

Need a size reference to guess better sometimes. A dime or something with the object.

Might be a watch , or clock winder.

Also pictures of the other sides.

The square shaft and "stop nubs" make me think it's part of a sliding latch or bolt.

The condition and the stamped number don't give me the impression that it more than 100 years old. But I only guessing...

I will throw my hat into the ring on this one... new member an all...

But... you may or may not like my assessment / guess... for... I think you have a "grave marker".

If not a grave marker perhaps a "flower marker / plant marker".

IMO of course.

Well , I no longer think it could be a watch winder....

The tang is similar to drill bits for a brace and bit. As if held in a "chuck". It's shape is designed to be held secure while being used. Allowing the other end of the tool /object free travel.

Use a hand crank to fit the tang instead of a chuck , and it could have been used to agitate ,or churn, or stir.
The two bumps on the edges staggered side to side and by height make me thing of fluid flow...Or cordage wrapping.

So, I've no good clue.

pipe cleaner cutting tool for roots and debris in line
missing the cable/snake
the 150 could be the size of line to be cleaned

Just noticed the square end. It Looks like the chuck end of a bit for an old hand brace {brace & bit). I say it could be some type of spade bit for a hand brace.
