Need help identifying this Mystery Pin

It looks like a screw back pin... about 1/2 in. long...

I looked but couldn't find a crossed sword/pen(quill) used by anyone other than JAG and military legal services, but theirs is combined with different other elements, as far as I could find.

This is the USNI's Quill and Sword insignia lapel pin. It displays the USNI logo in navy, white, and gold.

Thank you guys so far for identifying this pin. Can anyone find out how old this pin is?

As I noted before, the pin appears to be a "screw back pin".
