✅ SOLVED Need help Identifying Stone tool

Hello all,

My father has been collecting for over 40 years and has found tons of your general arrowheads and rock tools but this item is a first. I searched the net as much as I could and found nothing to match it. It could be a specialized Pestle perhaps. This item was found in New Jersey if that helps also. Thanks in advance. Someone in the What is it forum thinks it may be a netting tool.
