Need help identifiying this..I think its a button I dont really know though

I found this MDing a friends backyard yesterday. I haven't found much else there but a '28 wheat and a '39 wheat. It looks like a button to me but I don't know what the two feet on the back are. I haven't seen them before. Its made of copper and is the same size as the seal on the back of a dollar bill (don't know how big that is sorry). I just want to know if its old or not. I have been finding a lot of newer stuff here with the exception of those two coins. Thanks for your help!

I looked at every dollar bill I have and couldn't find a seal on the back of either one! However, there is an eagle in a circle and it measures 1 1/8th". That would be about the size of a 50 cent piece.
Other than that I can't help with the ID
