Your button is a US Navy Chief Petty Officer button. That rank wasn't officially established until 1893, so that date gives you the earliest possible time-range for your button. Unfotunately, its back is damaged/incomplete, so there is no way to narrow down the date-range to the 1890s or any specific part of the 20th-Century.

The back of the button looks like its intact, it has a hole that is thru and thru like where the thread would go or am I mistaken?

I was able to crop it, I hope that helps but if it dont when I was cleaning it the back just desinigrated :(
