They appear to be decorative rivets - lots of decorative rivets were used on horse tack and many other leather items from belts to boots.

Yes... nice finds... I find a lot of plain ones, but never designed like that! Very cool...

They are for holding down paper clips. Sorry, I couldn't resist. I have dug many rivets at an 1860s home site on our farm that still have fragments of leather attached, after nearly 150 years. Maybe copper compounds from the rivets help to preserve the leather? Even found a complete set of bridle hardware, all in the same hole. Probably hanging on the side of the house when it fell down.
