Maybe its just an advertisement for the company that makes the tags. Maybe that's what the "T" stands for.
 

Well postage was .02 per ounce from July 1, 1885 through November 1, 1917. It was then raised to .03 until June 30, 1919. It was lowered back to .02 per ounce on July 1 1919 and stayed there until July 6, 1932. I'm guessing your piece dates to 1919-1932. But it could be from the earlier period of 1885-1917.

At any rate, there does not appear to be 137 River Street in Cleveland, Ohio anymore.

Tag for returning lost keys. The disabled vets used to have a similar thing with a small license plate. Drop the keys in a mailbox and they come home. Gary
 

It stands for Cleveland and Buffalo Transit Company. It started off as a Steamship line in 1885, was incorporated in 1892, and later turned into a trucking company into the 1930's. That is a nice "tag" find.
