I don't have the knowledge to ID this as Navy, but it has the look.

That rosette is awesome!
The motif of a fouled anchor is common in civilian use, the navy just made it their own and popular
I'm not saying it's not navy related, but if the navy had horses, I'd like to hear about it

Perhaps it's from a cod fishers wagon horse??
