I notice there are three small holes around the rim. Must have been affixed to something.

I see several online listed as retirement plaques, with the same size and design of the Navy seal affixed to wood, with the sailor's name beneath, although the emblem is not in copper on the more recent ones. I noted that the U.S.Navy adopted the seal in 1957, although I see two "official" patterns of the Dept of the Navy online.?
