Almost looks like a old civilian navy decorative button.

I don't see an anchor rope on it but it look pretty old depending what it's made of. I'm guessing civilian coat but I couldn't help on the date. Nice find.

Its a fouled anchor, civilian fashion design in Navy motif. My guess the steel back rusted away. A photo of the back will be necessary to date it.

If you zoom in you can see the anchor rope or whats left of it...all the brass is gone
