Naval Insignia.....??? What Era?

Here's one that I found not too long ago. I've been researching it for quiet a while now, but to no avail.
Within the ship's wheel is a shield, depicting a wing. It appear's to be bronze, so that's why it through's me the curve ball. Could this be Cival War??
