Could be WW1 ..... there differences are slight.
 

I am sorry to say that your find is a civilian fashion button. The iron back is the first clue to its identity. Second is that the rope border does not pass through the anchor eyelet and third, the lack of detail on the eagle all add up to fashion button. This is just my opinion and someone else may come along and contradict me. Let's hope so.
