Naval Anchor Button - Uniform or Other?

Hi all. This button has been set into a piece of what I believe is sweetheart jewelry, so I can't get a look at the back, but I was wondering if anyone recognized it as the button of a particular country's naval service? It came from the estate of a German, but the rope furls in a different direction than most German naval buttons that I have seen. Thank you in advance.
