That is definitely a man-made carving and from those lines in the photo, it is very close to a roadway or a utility right-of-way. Either situation will dictate that you use extreme caution to keep you "business" strictly YOUR OWN. Casca posted a great point. There are hackers lurking about that can determine things you don't want to reveal.
When you can safely manage it; take a very close look at that monument for any signs and symbols anywhere on or around it. Copy those things you find and plot them on a drawing in their relationship to the main carving. There may be only a "V" shape on the head area pointing to the main direction indicator. That will show which way to proceed to look for the next sign.
EDIT: If this IS on a highway, is there any possibility that it is a fairly recent carving done by some "artsy" college loon? Just wondering. Some of those art types have come up with some delusional ideas. Like the one guy, several years ago who wanted to drap miles of canvas along the walls of a canyon to paint HIS art upon for the "enjoyment" of others. Thank goodness he got no where with that. LOL Perhaps a latter day sculptor did that lion/tiger for his own "bragging" rights. That is either a female lion (no mane) or it is a tiger or panther. Maybe it's someone's solilique to the "endangered puma". This is something you must check. I am not making fun of your find. While looking for other signs on the carving, see if there are any names or initials on the base......like an artist would leave. You could save yourself some embarrassment.
The real reason I'm kinda leery at this point is that the surface of the carving and those surrounding rocks is thouroughly pockmarked by weather errosion, yet the cat's ears, nose, and chin are still VERY sharply defined. Curious.
