I'll get the exact measurement when I get home, but I wanted to put this up. I've heard lighting rod tip, cock-fighting spur, something to do with a flag or tobacco, etc., but tinkler was what I thought it most closely resembles (even though I'm not quite sure what a tinkler is exactly).

It has a silver tip and appears to be made out of copper. It looks like it was made from a sheet of copper and rolled up because of the seam. Any input helps. Thanks!

It's made like a tinkler, but the pointy end should be open so you can run a thread or thong down in to attach it.

All the tinklers I've seen have been quite a bit shorter than your item, but who knows.

There is some talk that those tinklers didn't come in to use until the turn of the 20th century. They generally are shorter. They're still used today, and those northern tribes like to make them out of snuff can lids. The southern tribes seem to more use just plain metal. No idea what you got, but still cool to find.

Part off rifle where ram rod was held in place?

the end is closed and the tip is a silver color whereas the rest of the object is a brass/copper color.

Tinklers are what Indians would attach to there clothes. Would use multiple ones. Cone shaped, sometime made from copper. Would cut up coffee pots and other metal. Usually would string them together. Hence they would be open at the cone tip.
Your tip looks like lighting rod tip, or maybe a flag top tip. The silver tip is puzzling...
