You can hunt all the beaches in Naples.The only place you can't hunt in the water is
the State Park,but you can still hunt from the high tide line to the dunes/sea oats.

Anywhere around Naples and Bonita Springs. Cannot go into water at Delinor Wiggens State Park, but you can hunt dry and wet sand.

Long Story. I have been told that someone owns the rights there and that you can if you pay around $5000 for a permit. Not sure if that is true.
 

More than likely, it's because it's a state park, and they only allow what they think to be m/d'ing for newer, lost coins and jewelry on the beach in state parks. Water searching is potentialy "treasure salvage" or relic removeal.

Just like at our vanishing historical properties....It's not o.k. for private, tax-paying, citizens to remove any historic items from the soil of state/federal owned lands, but it's o.k. for them to put a parking lot, and restrooms on top of it with not even a historical marker telling the history of the park.
 

If you try to detect in the water at wiggins, they will kick you out of the water, someone once told me a shipwreck was discovered there? Dont know..
