It might be a tune, but the syncopation is wild. One beat, six & 1/2 beats, three beats.

You ain't gonna dance to it with two legs.

I think it's primarily ornamental.

I played it on the keyboard, but didn't recognize the tune. I also played it with different flats, and still couldn't get anything recognizable. Interesting find, Breezie

gee, Breezie, it almost sounded like a military march, but in 12/16?? (3/4)--- maybe in Denmark it is!

I think Iron Spike may have had it right, basically. Perhaps it is a Military or Hunting "short horn-call" ... an audible signal, to be played on a Cavalry/Infantry bugle, or a Navy Bosun's whistle, etc.

I included a Hunting possibility because I've heard horn-call "signals" played during Fox-Hunting ...only on TV though. ;-)

See if breezie will call ya, and play it for you, record it? I sold my piano years ago, I can't pull the audio sounds outta my head for ya?
I'm thinking Tivoly(?) or something,? Taps? Some kinda call to arms?

I think this may be the song "After The Ball". Oddly written though. May be a European variation, too. Written differently here in the U.S. Usually in 4/4 time instead of 12/8 time. A correct time signature should have 12/8 on it: 12 beats per measure, 1/8th note gets one beat. Usually designated in 3/4 time.
