Okay not a rivet tool. Maybe in the line of some kind of tensioner devise. Like a spoke tensioner tool I sure do wish I had your tenacity. I'd a gave up on what this is long before all you've done with your quest to I.D. this thing. Maybe only God knows what it is

Its neither banding crimper nor riveter. Look closely at pics. The piano hammer press is closest thing yet.
