I would say the small wheel being a glass cutter makes no sense on account of it not being a fixed wheel. The small wheel also pulls out and in.
I thought you guys would have got it for sure. A wheel for installing screens usually has a groove in the middle of the wheel to push the rope in.

It looks like a fabric cutter, used in old sewing halls. You can still buy them at Wall Mart. Tony

You have it in your hand. It is hard to see these things in your pictures. Your object is too dark and blends in with the dark shadows. You also have it sitting on top of the tape measure. :D

Try using a halogen light or take the picture outdoors. Keep your shadows away from the object. Set your white balance. A blue background works better than white. Macro lens looks good. Help us and maybe we can help you. :)

Screen repair tool usually has two large wheels. One with a groove and one without.
