It's not a mere coincidence that this tongue half of a two-piece "tongue-&-wreath" buckle was found on a beach. Its extremely long belt-loop (with rounded ends) and the very short bar connecting it to the center-disc strongly indicate it is a swimsuit buckle from the 1930s. What-Is-It? forum ID-expert [Lady] Bramblefind gets credit for correctly identifying this version of "Anchor-emblem" buckle and posting photographic proof here several years ago. You'll have to enlarge the photo, but I think you can see the very strong resemblance between the Maryland beach buckle and the one on the swimsuit-belt in the photo... which does have a "simple" anchor on the tongue-disc.

After-posting note:
For the second time in about 24 hours, my buddy NHBenz and I were typing our replies at the same time, and mine came in second because I was hunting through my computer's WII-photos-folder to show proof of the ID. :)
