I found this item while detecting along a river this spring. I have no idea what it is. Hopefully someone will have an idea.
It is made from brass and thicker than a rifle cartridge. 2 1/4" long. The needle like things appear to be made from stainless steel and are covered by the cap. They are not loose but embedded. Any reasonable suggestion will be appreciated. The first pic is along side of a rifle cartridge for size comparison.

It looks very similar to a tool used for repairing tire inner tubes, used for roughing up the tube for the glue patch

Thanks everyone that offered an ID on the pool que scratcher, especially to PnP and Osage. Good work! Some pool shark must have a hole in his pocket.
