This is probably a complete red herring, but there are a series of organisations in the Russian Federation called ‘ЛНКА’ (English transliteration LNKA), with the initials standing for Lezginskaya Natsionalno-Kulturnaya Avtonomiya’ (Lezgian National and Cultural Autonomy.)
It’s a public body that represents and protects the interests and heritage of the minority population of Lezgin people who live mainly in Dagestan within Russia, but also in various other areas such as Turkmenistan, Uzbekistan, Kazakhstan and Turkey.
The organisation says [translated] that “Citizens of the Russian Federation and local LNKA can become members of the FLNKA if it is impossible to create a regional LNKA on the territory of a subject of the Russian Federation.” The FLNKA (written in Russian as ФЛНКА) is the Federal umbrella authority for these local branches, founded in Moscow in 1999, but there’s no information about whether local organisations existed before that and ultimately united as a national group.
For sure it’s not the kind of organisation that would be running ships, but I suppose it’s possible they might be operating from civic buildings where a bell in celebration of Lezgin heritage could be appropriate.
