That has got to be in the top ten strangest items I have seen on Tnet.

The only thing that comes to mind is...
Remember the "Garbage pale kids" or whatever hey were called...
They had a cast of characters like "bloodshot scott" and such...

Some weird thing like that.

Welcome to Tnet. To me it looks like part of a silver baby rattle,pacifier from the safety pin on the bottom, or the top how ever you were suppose to hold it? Neat find. HH

To add to this it's 1849 or later the safety pin was invented in 1849 by Walter Hunt.

Safety pins were (maybe still are) the decoration of choice for "Punk Rockers." Could it have something to do with that? A punk rock hair pin, (chopstick looking thingy.) Hah, it is weird! Sub 8-)

It looks to be a Christmas tree ornament - The top is where you would put in the wire hanger like most bulbs.

It looks like a representation of a oversize mammary, with a elongated nipple and a safety pin piercing. Very punk, or even emo.

Yes I have been thinking pierced nipple too but its just SO STRANGE I can't put my finger on it! Totally have a lot of people stumped!

Looks like goth meets steampunk.
I'm leaning towards TheRingFinder's ornament idea.
The area for a ferrule with attachment to hang looks right.

Possibly broken off a Big Daddy Roth rat fink/hot rod art piece from the 60's? There are lots of bulging eyeballs in that art form... But I didn't see any with safety pins.
